How to make a toggle bind in CS:S
Type bind n "toggle cl_righthand" in your game console and N flips that setting between 0 and 1 each press.
toggle
Switches a setting between 0 and 1, or cycles through the values you list.
toggle <cvar> [value1 value2 ...] Examples
bind n "toggle cl_righthand" Switch weapon hand.
toggle net_graph 0 1 Flip the net graph.
Arguments
cvarRequired- Setting to change.
valuesOptional- Values to cycle through.

Great for binds that flip a setting on and off with one key.
The game's own description: Toggles a convar on or off, or cycles through a set of values.
Run it on your server
On a SLASHPLAY server, type it in the Console tab of the server page; the reply shows right under it. A value set there lasts until the server restarts. To keep it, add the line to cstrike/cfg/server.cfg. New to this? Start a CS:S server first.
