How to change tickrate on a CS 1.6 server
Add +sys_ticrate 1000 to the server's launch line, or type sys_ticrate 1000 in the server console, to let the server run up to 1000 FPS.

fpsRequired- Maximum server frames per second.
What it does
The dedicated server simulates the game up to this many times per second. Higher values give finer timing for movement and hit registration at the cost of more CPU, and 1000 is a common choice for competitive servers. It is usually set on the launch line, for example +sys_ticrate 1000.

- How often players receive updates is limited separately by
sv_maxupdaterate. - Check the real server fps with
stats.
