How to make a LAN server in CS 1.6
Type sv_lan 1 in the server console so only players on your local network can join. Keep sv_lan 0 for an internet server.

Arguments
0|1Required- 0 for an internet server, 1 for LAN only.
What it does
With 1, the server skips Steam authentication, is not sent to the master server list and refuses players whose address is not on the local network. A hosted server must stay at 0 or nobody can join over the internet. Use it only for a real LAN party.

Run it on your server
On a SLASHPLAY server, type it in the Console tab of the server page; the reply shows right under it. A value set there lasts until the server restarts. To keep it, add the line to cstrike/server.cfg. New to this? Start a CS 1.6 server first.
