Applies rate choking to the local loopback connection. Listen server debug only.

What it does
Normally a listen server's own player talks to the server over loopback without rate limits. With this on, that loopback traffic is choked like a real network connection, which helps when testing rate settings. It does nothing on a dedicated server.
Run it on your server
On a SLASHPLAY server, type it in the Console tab of the server page; the reply shows right under it. A value set there lasts until the server restarts. To keep it, add the line to cstrike/server.cfg. New to this? Start a CS 1.6 server first.
