How to simulate lag on a CS 1.6 server
Type fakelag 100 in the server console to add 100 ms of delay to incoming data for testing. Set fakelag 0 when you are done.

Arguments
millisecondsRequired- Extra delay in milliseconds. 0 turns it off.
What it does
Delays every incoming packet on the machine where it is set by this many milliseconds. On a server that means every player gets extra latency, so use it only to test how a mod or setting behaves under lag. Set it back to 0 afterwards.
Good to know
- Never leave this on a public server.
Run it on your server
