How to raise the fill command limit in Minecraft
Run /gamerule max_block_modifications 1000000 so a single /fill or /clone can change up to a million blocks. The default is 32768.

Sets the maximum number of blocks a single command like /fill or /clone can change.

/gamerule max_block_modifications 1000000 Allow fills of up to a million blocks.
Arguments
valueOptional- Whole number to set. Leave it out to show the current value.
What it does
Commands such as /fill, /clone and /fillbiome refuse to run when the area is bigger than this limit. Raise it when you need to fill or copy large regions in one go, but very large operations can lag the server.
