How to make a flat world server in Minecraft
Set level-type=minecraft:flat in server.properties and generate a new world. Use minecraft:amplified or minecraft:large_biomes for those types.

Sets the world type for new worlds, such as normal, flat, large biomes or amplified.

Arguments

What it does
Picks the world preset when the world is first generated. Changing it later does not convert an existing world.

- Only used when a new world is generated.
