How to force a game mode on join in Minecraft
Set force-gamemode=true in server.properties and restart the server. Players are put into the default game mode every time they join.

Arguments
valueRequired- The value to write after the equals sign.
What it does
When true, players switch back to the server's game mode on each join, even if an op changed their mode earlier. When false, players keep the mode they had when they left.
Good to know
- Changes take effect after a server restart.
