How to change round time in CS:S
Type mp_roundtime 2.5 in the server console for rounds of two and a half minutes. The value is in minutes.
mp_roundtime
Sets how many minutes each round lasts before the round timer runs out.

mp_roundtime 2.5 Two and a half minute rounds.
mp_roundtime 1.75 Shorter rounds for small maps.
Arguments
minutesRequired- Round length in minutes. Decimals are allowed.
What it does
When the timer hits zero the round ends, usually as a win for the defending side of the map's scenario. Decimal values work, so 2.5 gives two and a half minutes. Raise it for large custom maps, lower it for fast aim or arena maps.
