How to change the RCON ban time in CS 1.6
Type sv_rcon_banpenalty 30 in the server console so IPs that fail the RCON password too often are banned for 30 minutes. 0 is permanent.

What it does
When someone keeps guessing your RCON password, the server bans their IP. This sets how long that ban lasts. The default 0 means the ban does not expire until you remove it with removeip, which also locks you out if you mistype your own password too often.
