How to set a minimum update rate in CS 1.6
Type sv_minupdaterate 30 in the server console and players asking for fewer updates per second are raised to 30.

numberRequired- Updates per second.
What it does
Players with a cl_updaterate below this are raised to it. A higher minimum stops players from using a very low update rate, which makes them jumpy on other screens. Keep it at or below sv_maxupdaterate.
Run it on your server
On a SLASHPLAY server, type it in the Console tab of the server page; the reply shows right under it. A value set there lasts until the server restarts. To keep it, add the line to cstrike/server.cfg. New to this? Start a CS 1.6 server first.
