How to set a minimum rate on a CS 1.6 server
Type sv_minrate 20000 in the server console and players with a lower rate are raised to 20000 bytes per second.

Lowest data rate, in bytes per second, a client may use. 0 means no minimum.

bytesRequired- Minimum rate in bytes per second. 0 means no minimum.
What it does
Players whose rate is below this are raised to it. Setting a minimum stops players from choking their own connection with a very low rate, which can make them hard to hit. Keep it at or below sv_maxrate.
Good to know
- Changes are announced to players in chat because the cvar has the server-notify flag.
