sv_failuretime

Seconds without packets from a client before the engine treats the connection as having a problem.

secondsRequired
Time in seconds. 0.5 is the default.

What it does

This is a low-level engine timing value tied to how quickly the server reacts to a client that stops sending data. It is not the disconnect timeout, that is sv_timeout. Leave it at the default.

Run it on your server

On a SLASHPLAY server, type it in the Console tab of the server page; the reply shows right under it. A value set there lasts until the server restarts. To keep it, add the line to cstrike/server.cfg. New to this? Start a CS 1.6 server first.
