How to set max rounds in CS 1.6
Type mp_maxrounds 30 in the server console and the map ends after 30 rounds in total. 0 means no round limit.

What it does
Once this many rounds have been played in total, the map ends and the next one from the map cycle loads. It works alongside mp_timelimit and mp_winlimit: whichever is reached first ends the map.
Run it on your server
