How to set the difficulty on a Minecraft server
Set difficulty=hard in server.properties and restart the server. It accepts peaceful, easy, normal or hard.
difficulty
Sets the world difficulty: peaceful, easy, normal or hard.
difficulty=<level> Examples
difficulty=normal Standard survival difficulty.
difficulty=hard Hard mode for experienced players.

Arguments

What it does
Difficulty controls mob damage, hunger damage and which mobs spawn. Peaceful removes hostile mobs entirely. You can also change it live with /difficulty hard, but the value in server.properties is what the server uses on the next start.
