How to hear your own mic in CS2
Type voice_loopback 1 in your game console to hear your own voice and test your mic; voice_loopback 0 turns it off.

Arguments
0|1Required- 1 plays your voice back, 0 stops.
What it does
Plays your microphone back to you as other players would hear it. Turn it on briefly to check volume and quality, then off again.
Run it on your server
On a SLASHPLAY server, type it in the Console tab of the server page; the reply shows right under it. A value set there lasts until the server restarts. To keep it, add the line to game/csgo/cfg/server.cfg. New to this? Start a CS2 server first.
