How to turn off open mic in CS2
Type voice_vox 0 in your game console to stop sending your mic all the time and use push to talk; voice_vox 1 turns open mic on.

What it does
With it on, your voice is sent whenever the game detects sound, without pressing a key. Leave it off if your room is noisy so teammates do not hear background sound.
