How to set the min rate on a CS2 server

Type sv_minrate 196608 in the server console so no player's rate can drop below that many bytes per second.

sv_minrate

Sets the minimum bandwidth each player is allowed to use, in bytes per second.

sv_minrate <bytes per second>

Raise the minimum rate.

What it does

Players whose rate is set lower are raised to this value. It stops players from setting a rate so low that it hurts their game updates.

Run it on your server
