How to pause at halftime in CS2
Type mp_halftime_pausetimer 1 in the server console to hold the game in halftime; set it back to 0 to start the second half.

What it does
With 1, the halftime countdown stops so the break lasts as long as you need, for example during a tournament. Set it to 0 to let the second half start.
The game's own description: Set to 1 to stay in halftime indefinitely. Set to 0 to resume the timer.
Run it on your server
