How to whitelist IPs on a CS 1.6 server
Type sv_filterban 0 in the server console and only IPs added with addip can join. Add your IPs first or you lock everyone out.

Decides whether the addip list blocks the listed IPs or is the only IPs allowed to join.

Arguments
0|1Required- 1 treats the list as bans, 0 as an allow list.
What it does
With the default of 1, every IP added with addip is banned. Set it to 0 and the list becomes an allow list: only those IPs can connect and everyone else is turned away. Use 0 for a private match server with a fixed set of players, and double check the list before switching or you can lock everyone out.

writeipso it is reloaded after a restart.
