How to set up fast download in CS 1.6
Type sv_downloadurl "http://fastdl.example.com/cstrike/" in the server console and players fetch missing files from that web folder.

Arguments
urlRequired- Full HTTP URL of the folder that matches cstrike/, ending in a slash.
What it does
Set it to an HTTP folder that mirrors your cstrike folder layout, with maps/, sound/, models/ and so on inside it. Missing files are then fetched from the web server, which is far faster than the in-game transfer. Files must be uploaded uncompressed: GoldSrc does not read .bz2 archives. If a file is missing on the web server, the client falls back to the in-game download.
