How to change freeze time in CS 1.6
Type mp_freezetime 5 in the server console to freeze players for 5 seconds at the start of each round. 0 turns it off.

Seconds players are frozen at the start of each round, time they can use to buy.
mp_freezetime <seconds> Examples
mp_freezetime 0 No freeze time, for deathmatch-style games.
mp_freezetime 15 Longer freeze time for matches.
Arguments
secondsRequired- Freeze time, from 0 to 60.
What it does
At round start players cannot move for this many seconds but can buy and plan. Competitive configs often use around 10 to 15 seconds for strategy talk, casual servers often use less. Takes effect from the next round.

- The game keeps the value between 0 and 60.
