How to change buy time in CS 1.6
Type mp_buytime 0.25 in the server console for a 15 second buy time each round. The value is in minutes, so 1.5 is 90 seconds.

Arguments
minutesRequired- Buy window in minutes. Fractions are allowed.
What it does
Sets the buy window for each round, in minutes, so 0.25 is 15 seconds and 1.5 is 90 seconds. Competitive configs often use a short buy time to keep rounds moving. Players also have to be inside their buy zone.
Good to know
- Values below 0.25 (15 seconds) are raised to 0.25.
Run it on your server
