How to change the global query limit in CS 1.6

Type max_queries_sec_global 30 in the server console to answer at most 30 server queries per second in total, from all addresses together.

countRequired
Total queries per second.

What it does

A global cap on how many server browser queries per second the server answers, averaged over max_queries_window. It stops a flood from many addresses from using up the server's bandwidth. Too low a value can make the server show up unreliably in server lists.

Run it on your server

On a SLASHPLAY server, type it in the Console tab of the server page; the reply shows right under it. A value set there lasts until the server restarts. To keep it, add the line to cstrike/server.cfg. New to this? Start a CS 1.6 server first.
