What it does
Without this, bans are lost on restart. Load the file with exec banned_user.cfg in server.cfg.
The game's own description: Writes a list of permanently-banned user IDs to banned_user.cfg.
Run it on your server
On a SLASHPLAY server, type it in the Console tab of the server page; the reply shows right under it. A value set there lasts until the server restarts. To keep it, add the line to tf/cfg/server.cfg. New to this? Start a TF2 server first.
