How to limit Heavies per team in TF2
Type tf_tournament_classlimit_heavy 1 in the server console to allow one Heavy per team while mp_tournament is on. -1 means no limit.

limitRequired- Max players of this class per team. -1 unlimited, 0 bans the class.
What it does
League configs use the tournament class limits to enforce format rules, such as the 6v6 limits on Heavies. 0 blocks the class entirely. The limit only applies while mp_tournament is on.
