What it does
TF2 normally has no use key. Some custom maps such as jail or roleplay maps rely on it for buttons and doors.
The game's own description: Allow players to execute +use while playing.
Run it on your server
On a SLASHPLAY server, type it in the Console tab of the server page; the reply shows right under it. A value set there lasts until the server restarts. To keep it, add the line to tf/cfg/server.cfg. New to this? Start a TF2 server first.
