How to set the interp ratio in TF2
Type cl_interp_ratio 1 in your game console for the lowest delay on a stable connection. Use 2 if you lose packets.
cl_interp_ratio
Sets interpolation as a multiple of the update interval. The delay is cl_interp_ratio divided by cl_updaterate.

cl_interp_ratio 1 Low delay on a good connection.
cl_interp_ratio 2 More cushion for packet loss.
Arguments
ratioRequired- Interpolation ratio, usually 1 or 2.
What it does
1 gives the lowest delay on a stable connection, 2 is safer when packets are lost. The server can restrict the value with sv_client_min_interp_ratio and sv_client_max_interp_ratio.
The game's own description: Sets the interpolation amount (final amount is cl_interp_ratio / cl_updaterate).

- Cannot be changed while connected.
