How to disable the admin panel in Rust
Type global.allowadminui False in the server console to turn off the in-game admin panel for admins. True turns it back on.

What it does
When on, owners and moderators can open the built-in admin UI to see players, manage convars and moderate content. Turn it off if you only want admins to use the console.
