How to set a resource pack ID on a Minecraft server
Set resource-pack-id=6f1b0c4e-3f2a-4b7d-9c3e-2a1d5e8f7b60 in server.properties and restart the server. Clients use the UUID to identify the pack.

Sets a UUID that identifies the server resource pack on the client.

Arguments
uuidRequired- The value to write after the equals sign.
What it does
Clients use the ID to track which pack they already have. If left empty, the server derives one from the URL.

- Changes take effect after a server restart.
