minecraft:flame. posOptional- Where to spawn them.
deltaOptional- Spread on x, y and z.
speedOptional- Particle speed.
countOptional- Number of particles.
What it does
With only a name it spawns one particle at the current position. delta sets how far particles spread on each axis, speed their motion, and count how many. force makes them visible from much further away and even with reduced particle settings, while normal uses the default short range. You can limit who sees them with a final player argument.
