How to turn off drowning in Minecraft

Run /gamerule drowning_damage false and players no longer take damage when they run out of air underwater.

Arguments

true|falseOptional
true turns the rule on, false turns it off. Leave it out to show the current value.

What it does

When false, players can stay underwater indefinitely without hurting. The air bubbles still drain, they just do no damage once empty.
