How to set the minimum bandwidth rate in GMod

Type sv_minrate 30000 in the server console so clients with a lower rate setting get at least 30000 bytes per second.

sv_minrate

Sets the lowest bandwidth rate, in bytes per second, the server lets a client use.

sv_minrate <bytes/sec>

Arguments

bytes/secRequired
Minimum rate, 0 for no minimum.

What it does

Clients with a lower rate setting are raised to this value. Raising it helps players with badly configured clients, but do not set it above what your server's upload can handle across all slots.

Run it on your server
