How to set the max update rate in GMod

Type sv_maxupdaterate 66 in the server console to send each client up to 66 updates per second, matching the default tickrate.

sv_maxupdaterate

Sets the most world updates per second the server sends each client.

sv_maxupdaterate <updates/sec>

What it does

Updates beyond the server tickrate do nothing, so this is normally set to match the tickrate (66 by default, changed with -tickrate on the launch line).
