How to enable the console in CS2
Turn on Enable Developer Console in the game settings, which sets con_enable 1, or add -console to your launch options.
con_enable
Toggles whether the developer console can be opened, the Enable Developer Console setting.

What it does
Must be on before the console key does anything. You can turn it on from the game settings or with the launch option -console.
The game's own description: Allows the console to be activated.

On a SLASHPLAY server, type it in the Console tab of the server page; the reply shows right under it. A value set there lasts until the server restarts. To keep it, add the line to game/csgo/cfg/server.cfg. New to this? Start a CS2 server first.
