How to make bots fill empty slots in CS2
Type bot_quota_mode fill in the server console so bots fill the server up to bot_quota players and leave as humans join.

Controls how bot_quota is applied: a fixed number, fill to a player count, or a ratio to humans.

What it does
With normal, the server keeps exactly bot_quota bots. With fill, bots fill the server so there are bot_quota players in total and leave as humans join. With match, the server keeps one human for every N bots, where N is bot_quota.
The game's own description: Determines the type of quota. Allowed values: 'normal', 'fill', and 'match'. If 'fill', the server will adjust bots to keep N players in the game, where N is bot_quota. If 'match', the server will maintain a 1:N ratio of humans to bots, where N is bot_quota.
Run it on your server
