How to change bot difficulty in CS2
Type bot_difficulty 3 in the server console for expert bots, 0 is easiest. It applies to new bots, so kick and re-add the old ones.

Sets the skill level of bots that join the game.

What it does
Applies to bots added after the change, so kick and re-add bots to update existing ones. Bots may still adjust their skill between rounds while sv_auto_adjust_bot_difficulty is on.
The game's own description: Defines the skill of bots joining the game. Values are: 0=easy, 1=normal, 2=hard, 3=expert.
Run it on your server
