How to make bots leave when players join in CS:S
Type bot_quota_mode fill in the server console so bots leave as humans join, keeping humans plus bots at bot_quota.

What it does
In normal mode the server keeps exactly bot_quota bots. In fill mode it keeps the total of humans plus bots at bot_quota, so bots leave as people join. In match mode it keeps bot_quota bots for every human player.
The game's own description: Determines the type of quota. Allowed values: 'normal', 'fill', and 'match'. If 'fill', the server will adjust bots to keep N players in the game, where N is bot_quota. If 'match', the server will maintain a 1:N ratio of humans to bots, where N is bot_quota.
Run it on your server
