How to turn on all talk in CS 1.6
Type sv_alltalk 1 in the server console and both teams hear each other on voice chat. sv_alltalk 0 keeps voice within teams.

Arguments
0|1Required- 0 keeps voice per team, 1 lets everyone hear everyone.
What it does
By default voice chat stays within a team. Set it to 1 and every player hears every other player, which suits fun servers, warmups and scrims between friends. It only affects voice, text chat with say_team still stays within the team.
Good to know
- Has no effect if voice is off with
sv_voiceenable 0.
Run it on your server
