How to hide enemy names in CS 1.6
Type mp_playerid 1 in the server console so aiming at a player shows only teammates' names. 2 hides all names.

Arguments
modeRequired- 0, 1 or 2.
What it does
With 0, aiming at any player shows their name, including enemies. Set it to 1 to show names of teammates only, which stops players from identifying enemies by name, or 2 to show no names at all.
Run it on your server
On a SLASHPLAY server, type it in the Console tab of the server page; the reply shows right under it. A value set there lasts until the server restarts. To keep it, add the line to cstrike/server.cfg. New to this? Start a CS 1.6 server first.
