How to set the host port of a CS 1.6 server
Add +hostport 27016 to the server's launch line and restart. It overrides port; changing it on a running server does nothing.
hostport
UDP port the server listens on. When 0, the server uses the value of port.

port.
What it does
If set above 0, this overrides port as the UDP port the server binds to. It must be set on the launch line, for example +hostport 27016, because the network socket is opened once at startup. Changing it in a running server does not move the server to a new port.
Good to know
ip_hostporttakes priority over this if it is set.
