How to fill empty slots with bots in TF2
Type tf_bot_quota_mode fill in the server console so bots join or leave to keep the server at tf_bot_quota total players.

What it does
In normal mode the quota is the bot count. In fill mode bots join or leave to keep the server at N total players. In match mode it keeps N bots for every human, where N is the quota.
The game's own description: Determines the type of quota. Allowed values: 'normal', 'fill', and 'match'. If 'fill', the server will adjust bots to keep N players in the game, where N is bot_quota. If 'match', the server will maintain a 1:N ratio of humans to bots, where N is bot_quota.
Run it on your server
