How to keep bots on an empty TF2 server
Type tf_bot_join_after_player 0 in the server console so bots play even when no human is connected.

What it does
When on, bots stay out of an empty server. Turn it off to have bots play even with nobody connected.
The game's own description: If nonzero, bots wait until a player joins before entering the game.
