How to turn off voting on a TF2 server
Type sv_allow_votes 0 in the server console so players cannot call any votes. 1 turns voting back on.

What it does
With it off, players cannot call any votes. The individual sv_vote_issue_* settings decide which votes are allowed when it is on.
