How to use per-player ready up in TF2
Type mp_tournament_readymode 1 in the server console so each player readies up on their own in tournament mode, as in competitive matchmaking.

What it does
With readymode on, each player marks themselves ready and the match starts once enough players are ready. This is the system used by official competitive matchmaking.
