How to change end of map chat time in TF2
Type mp_chattime 10 in the server console to give players 10 seconds on the final scoreboard before the next map loads.

Sets how many seconds players can chat on the scoreboard after the map ends before the next map loads.

Arguments
secondsRequired- Time from 1 to 120 seconds.
What it does
When the map is over, players see the final scoreboard and can type in chat. This value controls how long that lasts before the server changes level.

Run it on your server
