How to remove a moderator in Rust
Type global.removemoderator 76561198000000000 in the server console to take moderator rights from that Steam ID, then server.writecfg to save it.

steamidRequired- The moderator's Steam64 ID.
What it does
Takes away the moderator's admin flag right away if they are online. Save with server.writecfg so the change survives a restart.

Run it on your server
