How to turn off upkeep in Rust
Type decay.upkeep False in the server console to turn off upkeep, so bases no longer need resources in the tool cupboard to stay protected.

What it does
With upkeep on, bases with enough materials in their tool cupboard do not decay. With it off, buildings decay on their normal timers regardless of the cupboard.
