How to show fewer player slots in GMod
Type sv_visiblemaxplayers 30 in the server console so the browser shows 30 slots; -1 shows the real count. Actual slots do not change.

Arguments
countRequired- Slots to advertise, or -1 to show the real value.
What it does
Use it to advertise fewer slots than the server has, for example to keep reserved slots hidden. It does not change how many players can actually connect.

Run it on your server
On a SLASHPLAY server, type it in the Console tab of the server page; the reply shows right under it. A value set there lasts until the server restarts. To keep it, add the line to garrysmod/cfg/server.cfg. New to this? Start a GMod server first.
