How to remove helmets in CS2
Type mp_max_armor 1 in the server console so players can buy kevlar but no helmet; 0 blocks armor entirely.

What it does
Players cannot buy armor above this level. Use it to remove helmets or armor entirely, for example on pistol or headshot focused servers.

Run it on your server
